The decision stipulates that such products are prohibited from containing organic halide binders, aziridine rings, polyaziridine rings, heavy metal containing dyes and additives, and the addition of flame retardants. In addition, restrictions on formaldehyde emissions in fiberboard and particleboard are imposed, and certain substances, including certain phthalates, are specified to meet R grades.
