National Energy Administration will appropriately increase the price of photovoltaic power

Since the release of the policy at the end of last year, the industry has been skeptical about whether the goal of “up to 8GW of newly-added distributed PV installed capacity in China in 2014” can be achieved.

However, at the recent "IntersolarChina2014" seminar, the latest information disclosed by Wang Sicheng, a researcher at the Energy Research Institute of the National Development and Reform Commission, may reverse this embarrassing situation.

He explained that the National Energy Administration is currently discussing the adjustment of distributed power generation support policies, which will involve the "distributed photovoltaic power plants are expected to enjoy the benchmark price". Based on the policy, we will gradually solve the obstacles of distribution, and this year we will achieve a scale of 8GW of distributed installations.

In addition, the industry’s discussion on how to develop distributed is also in full swing. Among them, one solution that is quite endorsed is “a moderate increase in electricity prices”, that is, a weighted average of the cost of power generation for thermal power, photovoltaic, wind power, etc., to derive electricity prices, and to increase The addition of new energy prices will further widen the industrial peak-to-valley electricity price spread and the time gap price spread.

Distributed problem to be solved It is understood that the enterprise level does not support distributed development, and it is widely accepted that distributed is the mainstream of photovoltaic applications. However, it is only a matter of many problems to be solved in the area of distributed photovoltaic development and development. The industry believes that it is not easy to complete the distributed installation task that accounts for nearly 60% of the total installed PV capacity this year.

Wang Sicheng stated frankly that distributed photovoltaics have difficulties in connecting to the grid and financing difficulties, and they have great resistance.

Among them, grid-connected companies are still lacking support for distributed photovoltaics in grid connection. When connected to the grid, some power companies required that the distributed power plants in the region be centralized and then connected to the grid to increase the cost and the difficulty of grid connection of the power plant investors. However, this is contrary to its characteristics. Distributed power stations are supposed to realize multi-point grid connection.

In terms of **, power plant projects are difficult due to the transaction risks of developers. In the current contract energy management model, the investor invests in the construction of the power station, and the electricity supplier uses the photovoltaic power to enjoy the discounted price. The electricity supplier will directly deliver the electricity bill to the photovoltaic company. However, electricity users are prone to default on electricity charges. The electricity bill is the main source of future revenue for the power station. The future cash flow of the power station project cannot be guaranteed, and it is difficult to obtain it. In addition, none of the planned local platforms for distributed photovoltaics has yet been established.

On March 27th, the chairman of Jingko Energy, Li Xiande, summed up to the reporter. “For distributed photovoltaic power plant investors, he needs economic benefits and needs to clearly see a calculable, predictable return on investment. Will be willing to participate in. However, in fact, distributed still face the uncertainty of the end-user consumption, the risk of property rights after the completion of the power station, the continuing ability of end users to absorb and other issues, which may affect the investment income ".
