The role of the field commander is primarily responsible for safety: identifying site hazards, establishing priorities, and communicating these to the technical team.

The field commander is responsible for the smooth handling of the accident. The on-site commander will master the information and formulate a rescue plan. Once the plan is established, the on-site commander will monitor, inspect, and adopt it when necessary. On-site commanders must maintain communication with technical and medical aid workers to ensure the desired results of the program.

Field commanders are crucial. Remember that the role of the field commander is responsible for command and control. The focus of the field commander should remain unchanged. Other agencies on the site are easily distracted and this situation should be avoided (in addition to medical personnel), and when necessary (and if staff allow), an expert can be assigned to communicate with the police.
